Abstract: 

Analyzing administrative DOCUMENTS holds significant importance within the realms of archaeology and sociology, akin to the study of other archaeological evidence. These examinations play a pivotal role in reconstructing various systems, encompassing management, social dynamics, economic structures, and political frameworks. Delving into administrative management within prehistoric societies unveils the intricate social intricacies and the supervision exercised by a designated leader or head over a subordinate group, representing an internal control mechanism. Notably, seals, impressions on seals, and diverse accounting artifacts serve as pivotal administrative DOCUMENTS. However, the exploration and investigation of such cultural data in northwestern Iran remain relatively scarce. Therefore, the current study endeavors to present, evaluate, and scrutinize the administrative records of Chalcolithic societies in northwestern Iran, employing a descriptive-analytical approach. Numerous inquiries persist without resolution regarding the administrative records and evidence pertaining to the later prehistory of northwest Iran. Ambiguity surrounds the quantification of Chalcolithic administrative DOCUMENTS within this region. Furthermore, the methodology for analyzing and evaluating the ownership and managerial evidence from the later prehistoric era in this area remains unclear. Addressing these uncertainties can establish a definitive framework and a solid foundation for investigating these matters in northwest Iran. Leveraging administrative data obtained from various sites including Tepe Chay Khoy, Chakhmaqluq, Tepe Kulyeri (Tepe Caravanserai), Sohachay Tepe, and others, the authors conduct an assessment of managerial evidence in the northwestern region of Iran. Furthermore, utilizing extant cultural artifacts and drawing upon the outcomes of prior studies facilitates an exploration into phenomena such as long-distance trade, economic endeavors, social intricacies, and cultural exchanges with neighboring areas

Abstract: 

Purpose: The purpose of this research is to determine the categories and issues that were considered by national policymakers in the field of public libraries of the Islamic Republic of Iran. This study seeks to identify those issues and problems for which policymakers have been trying to find solutions by analyzing the content of policy DOCUMENTS. Method: This research is a qualitative research that has been conducted by using the content ANALYSIS method. The research population includes the text of policies, laws and regulations adopted by public policy makers in the Islamic Republic of Iran. In this regard, nine important provisions specifically addressing public libraries are examined and analyzed. These laws and regulations include "the Establishment and Administration of Public Libraries Law", "the Executive Regulations of the Establishment and Administration of Public Libraries Law", "the decision to add the Iran Public Libraries Foundation to the list of institutions subject to paragraph "b" of Article (11) of National Recruitment Law", "Amendment of the Executive Regulations of the Establishment and Administration of Public Libraries Law", " Document of Beneficial Reading Movement", "beneficiary of Iran Public Libraries Foundation from the individual and legal persons as funds subject to article (172) of the Amendment of Direct Taxes Law approved in 1992", "the deduction from the total credits related to municipals revenues and payment to the Iran Public Libraries Foundation by the Ministry of Economic Affairs and Finance (Treasury of the Country)", "article 64 of the Law on Adding Some Articles to Regulation of Part of Government Financial Regulations Law (2)", "the approval of Public Culture Council of the country regarding the promotion of book and book reading culture". MAXQDA qualitative data ANALYSIS software was used for coding the research data. Furthermore, in order to ensure the reliability of this study, validity, reliability, transferability and verifiability criteria were used. Findings: The research findings indicated that in the studied DOCUMENTS policies have been made for five issues including "Reading Promotion policies", "Management of Financial and Administrative Affairs of Public Libraries of the Country", "Construction and Development of Public Libraries of the Country", "Management of Library Services" "and "designation of actors in the public libraries in Iran". Examination of the DOCUMENTS showed that the issue of reading promotion policies were taken into consideration in the "Document of Beneficial Reading Movement" and the "Sanctioned regulation of Iran's Public Culture Council regarding the promotion of book and book reading culture" and many actors and stakeholders have been taken into account by policymakers in these DOCUMENTS. The three remained issues have been covered by other Laws and regulation. Furthermore, the role of various actors and stakeholders in public libraries was reviewed and classified in accordance with the provisions of the sanctioned laws and regulation. Based on the ANALYSIS, nine groups of actors and stakeholders were identified, including public library administrators, financial resource providers, users, community, employees, government, media, NGOs, and other stakeholders. Originality/value: This research is the first to examine the issues covered in the national policy DOCUMENTS of public libraries in Iran. Furthermore, the value of this study lies in that it explains the issues of interest to policymakers and public library policymaking institutions in the past as well as it helps to identify the gaps of national policymaking on public libraries too.

Abstract: 

Background: Social health is more important and sensitive than the physical and mental health. Women's health, as half of the society's population, affects the dimensions of family and society's health. Therefore, upper-level DOCUMENTS and laws can have positive effects on the health of all members of the society. The present study was conducted with the aim of determining the approach of upper-level DOCUMENTS in order to improve the social health of women, family and society. Methods: The current research is a qualitative study. In order to review, a list of relevant upstream DOCUMENTS was prepared (18 related DOCUMENTS) and conducted by the researchers. Results: The ANALYSIS of the upstream DOCUMENTS of the country showed that all aspects of women's social health have been paid attention to in the country's constitution. The third, fourth and sixth development programs have also covered social health. In the general policies of creating transformation in the education system, charter of women's rights and responsibilities, women's employment policies, the national document on women's health, the approach of women's social health and social health promotion of society has been seen. In other upstream DOCUMENTS, some dimensions of women's social health are less clear. Conclusion: The upstream DOCUMENTS of the country are related to the social health of women. It is possible to take a step towards improving the social health of the society with appropriate executive tools, internal and inter-sectoral cooperation, reforming the culture of officials and women's self-confidence.

Abstract: 

Every child experiences numerous exposures to illness in her life. In addition, about 20% of children have a chronic illness. Therefore, The purpose of this study was to analyze the critical discourse of education DOCUMENTS under the concept of illness in order to study the special aspects of the education of sick children. Since discourse ANALYSIS is a qualitative and interpretive method, the validity and reliability of the research are examined through rational discussions of the findings, the power of speech, and the author's expression. The results show that the dominant discourse regarding the education of sick children in Iran's current educational curriculum is a passive one that deals only with the Physical health of the child and prevention of her illness and neglects the quality of the child’ s living, Mental effects of the disease. The consequences of this negligence can be clearly seen in the outputs of the educational curriculum, including the content of elementary school textbooks, in which there is only a deteriorative and passive dealing with the disease to the extent that illness is compared with disability. As far as it can be said Illness and especially sick children, An null curriculum in the education of the Islamic Republic of Iran.

Abstract: 

With development of web-based interactions such as social networks, personal blogs, surveys and user comments, sentiment ANALYSIS and opinion mining has become an important research domain in computer science. Up to now, many approaches have been proposed for ANALYSIS of sense using machine learning and natural language processing techniques. In this paper, we used the distribution of words in the collection of DOCUMENTS as new criteria for analyzing sentiment. In proposed approach, we model an optimal transform domain over words distribution with two goals: maximizing spectral energy of class at low frequencies and maximizing spectral energy of at high frequencies. Using optimal transform domain, we can map data from frequency domain into Fourier domain and easily distinguish optimism and pessimism patterns.  For this purpose, we use samples’ profiles of class which have low-frequency components. Assuming the contrast of the spectrum of two classes and, maximizing the spectral energy of class will be satisfied. We have performed this approach for English and Persian DOCUMENTS.

Abstract: 

ABSTRACT Over the past 50 years since the first research in the field of urban development implementation plans, there has been a noticeable absence of a comprehensive literature review on this topic in the global arena. This article provides a textual ANALYSIS related to the subject of urban development implementation plans, to identify important and recurring themes alongside analyzing the relationships between authors, journals, and countries in this field. Along with the bibliographic ANALYSIS, DOCUMENTS related to the field of urban development implementation plans were reviewed to identify influential indicators in their implementation. To this end, 456 scientific articles were extracted from the Scopus scientific database as of October 28th, 2022, and analyzed using scientometric software. These analyses include examining author keywords, country co-authorships, journal bibliographic coupling, and author co-citations. In this study, 74 final indicators were identified as the most recurrent indicators in this field. The bibliographic ANALYSIS also produced several noteworthy results. The United States is the most active country in this field, with a link strength of 40 and 176 articles. Berke, P. is the most influential author in this field, with a link strength of 1623 and 99 citations. Among the journals examined, "Land Use Policy" has the highest bibliographic coupling strength of 84, and the "Journal of the American Planning Association" has the highest number of DOCUMENTS related to this field, with 22 DOCUMENTS; finally, among the identified. Extended Abstract Introduction The implementation of urban development projects has been a neglected topic in public policy research, despite its critical importance in ensuring the success of such projects. While there have been numerous studies on the factors that contribute to the success or failure of policy implementation, there has been a lack of systematic reviews on the subject of implementation as a whole. This study aims to address this gap in knowledge by providing a comprehensive overview of the implementation process of urban development projects. The study begins by collecting and categorizing existing research in the field, focusing on three main questions: -What are the key indicators for successful implementation? -What are urban journals and articles' current trends and performance? -How do countries and researchers collaborate in this area? The study also examines the relationships between authors, publishers, and different types of DOCUMENTS through bibliographic ANALYSIS. Ultimately, this study highlights the need for further research and a more structured approach to understanding the implementation process of urban development projects.   Methodology This study examined the literature related to implementation and evaluation plans in urban and land use planning. The authors used the Scopus database to extract and collect data, focusing on combining the keywords "implementation-plan" and "evaluation-plan" in the keywords, abstracts, and titles. Initially, 621 studies were extracted, but 456 articles were selected as the final database after filtering out non-article DOCUMENTS. The authors observed a general upward trend for studies from 1968 to 2022, with a significant increase in the slope of the trend from 2007. However, a slight decrease in studies was observed in 2021 and 2022, possibly due to the global pandemic and the emergence of new related topics. The authors used a four-stage process to analyze the bibliographic subject of the study, including simultaneous occurrence ANALYSIS, co-authorship ANALYSIS, bibliographic coupling ANALYSIS, co-citation ANALYSIS, content ANALYSIS, and thematic ANALYSIS. The authors identified the selected articles' research objectives, methodologies, findings, and main themes and sub-themes. Overall, this study provides a comprehensive ANALYSIS of the literature on implementation and evaluation plans in urban and land use planning.   Results and discussion This research aims to comprehensively analyze the implementation and execution of urban development plans using bibliometrics and systematic ANALYSIS. The study considers evaluation as a crucial part of the implementation process and seeks to answer three fundamental questions. Firstly, it identifies effective indicators of implementation and execution globally. Secondly, it examines the trends and performances of new articles and urban journals. Thirdly, it investigates the pattern of cooperation among countries and researchers. The study identifies 74 general indicators that significantly impact the implementation process of urban plans. The results show that "performance evaluation," "effectiveness," "land use," "zonation," "participation," "program quality," and "implementation program" are critical indicators in this area. The study also highlights the importance of evaluation in the discussion of program implementation and its separability from the implementation process. Using the scientometric software VOSviewer, the study analyzed 68 keywords related to the bibliographic topic. "Program evaluation" obtained the first place, followed by "Program implementation" and "Program quality." The co-authorship ANALYSIS based on author items revealed that Berke, P. has the highest number of citations and link strength. Additionally, the study found that 72 countries have research in this field, with 22 countries having at least 5 citations that were clustered into 5 clusters by the software. The "land use policy" journal had the highest link strength, and the "Journal of the American planning association" had the highest number of DOCUMENTS related to this field. In conclusion, the study provides valuable insights for policymakers and researchers interested in urban development planning. It comprehensively examines the implementation and execution of urban development plans, identifies effective indicators, and investigates the pattern of cooperation among countries and researchers. The study highlights the importance of evaluation in the implementation process and its separability from the implementation process.   Conclusion The main goal of this research was to fill the gap in research on the implementation and execution of urban development projects in the field, as no systematic review of the topic has been conducted from a global perspective since the first research in this field about half a century ago. Only in some studies, such as those by Talen (1996), Oliveira & Pinho (2010), Rudolf & Grădinaru (2017), has the evaluation of implementation been systematically reviewed, or the systematic review of experiences in a specific urban area, such as the review of various experiences in the Beijing urban area (Chu, 2020). In this research, with the comprehensive approach that the evaluation of implementation is an integral part of the overall process of implementing and executing urban development projects, this process has been examined from the perspective of bibliometrics and systematic ANALYSIS of this field. The main difference of this research, which makes it completely new, is firstly having a comprehensive approach to the implementation field, where program evaluation is only an important part of its structure, and secondly, using the scientometric software VOSviewer for the first time in this field. In essence, the conclusive outcomes of this investigation were entirely novel and exhibited some partial congruences with antecedent studies in the domain of appraising and discerning indicators. Significantly, this research has conferred a systematic appraisal of the literature concerning the urban implementation and execution of projects, which is an unprecedented contribution. It should be acknowledged that this is an initial survey of data intended to offer a comprehensive outlook on this scholarly field, and thus it is subject to certain limitations, such as its confinement to the Scopus database. As such, it is recommended that future research endeavors encompass an ANALYSIS of additional databases and undertake comparative evaluations of the results. Abstract: 

Nowadays the amount of textual information on the web is grown rapidly. The huge textual data needs more accurate classification algorithms. Sentiment ANALYSIS is a branch of text classification that is used to classify user opinions in case of market decisions, product evaluations or measuring consumer confidence. With the rise of the production rate of Persian text data in a commercial area, improvement of the efficiency of algorithms in Persian is a must. The structure of the Persian language such as word and sentence structures poses some challenges in this area. Deep learning algorithms are recently used in NLP and especially sentiment text classification for many dominant languages like Persian. The goal is to improve the performance of classification using deep learning issues. In this work, the authors proposed a hybrid method by a combination of structural correspondence learning (SCL) and convolutional neural network (CNN). The SCL method selects the most effective pivot features so the adaptation from one domain to similar ones cannot drop the efficiency drastically. The results showed that the proposed hybrid method that is learned from one domain can act efficiently in a similar domain. The result showed that applying a combination of SCL+CNN can improve the result of sentiment classification for two domains more than 10 percent.

Abstract: 

With the advent of information technology, the traditional concept of a document has transformed, and the "electronic document" has emerged as an intangible counterpart to paper DOCUMENTS. Following modern systems, the Iranian legal system has also legislated in this area, granting legal validity to electronic DOCUMENTS and clarifying their conditions. This research, in a descriptive-analytical manner, delves into the legal foundations of the acceptance of electronic DOCUMENTS in Iranian and Turkish law, the formal and substantive conditions of their validity, the evidentiary value of these DOCUMENTS in judicial authorities, as well as the regulations related to electronic signatures, their types, and the legal effects thereof. The aim of this research is to identify the strengths and weaknesses of the legal approaches of each of these countries in dealing with this emerging legal phenomenon. Comparing the relevant laws and regulations of both legal systems in the field of developing and streamlining the use of electronic DOCUMENTS and signatures can pave the way for the exchange of experiences and the provision of suggestions for improving and harmonizing laws to facilitate e-commerce and reduce costs and time in conducting transactions and information exchanges. Furthermore, this research can contribute to a better understanding of the legal and technical requirements for the use of these modern tools in the digital space for economic actors and legal professionals in both countries. The research findings indicate that both legal systems, influenced by technological advancements, have enacted laws to recognize and validate electronic DOCUMENTS and signatures. However, a comparative ANALYSIS of existing laws reveals differences in the details regarding the formal and substantive conditions for the acceptance of these electronic evidences, the level of their legal validity compared to traditional DOCUMENTS, as well as the related executive and judicial mechanisms. Consequently, the main challenge in both countries is ensuring the authenticity and immutability of the content of electronic DOCUMENTS, which creates difficulties in private law for creating transactions and in civil procedure for proving them, necessitating legal and technical mechanisms.
